We can not deny the fact that the year 2015 ends on a bad note for Arunachal Pradesh.
Allegations of financial mismanagement leveled against ruling government and political
upheaval have traumatized the very basic of the good governance in the state. Amidst
political turmoil, unexpected entry of Governor in the power game has put a question
mark on the neutrality of Raj Bhawan. Apart from this, Supreme Court order during

Make it a year of achievements
Dear Editor,
Come December and we start to make different resolutions for the upcoming New Year so as to bring a new ‘dawn’ in our life! But each and every New Year see all things coming back to square one within a few days or at a maximum of few weeks! It seems resolutions are meant only to be broken! Moreover, a feeling of frustration creeps in when we fail to maintain the resolutions.
So instead of making resolutions for 2016, we can take refuge in memorable quotations of 3 eminent authors and poets.

Need for effective wildlife conservation

Thanks for the sad report ‘Wildlife carcasses seized’ (AT, Dec 30) on the unfortunate status of wildlife poaching and trafficking in the state of Arunachal Pradesh. This incident realistically captures the dire state of wildlife conservation in the whole nation, not just the state of Arunachal Pradesh.
Several SE Asian nations such as Thailand, Vietnam and Cambodia serve as active hot bed of huge underground, international wildlife markets that finally find their customers in China, Japan, Korea, Russia, west Asia and other western countries.
It is extremely challenging to prevent such illegal harvest of wildlife for bush meat, trophy, illegal pet trade and related wildlife and wildlife product related industries; unless some joint arrangement of wildlife conservation including prevention of poaching and wildlife trade and trafficking is worked out between South and SE Asian nations rich in biodiversity, it is almost impossible to control this.
A joint conservation platform between SAARC and ASEAN could effectively help in intelligence sharing, joint conservation management and better surveillance of the target border points for preventing illegal trafficking of wildlife and wildlife products in the region. Hope the local governments of the concerned nations of South and SE Asia come together on a common platform for an effective regional conservation management of wildlife.

Huge quantity of wild meat seized, authorities accuse rich and influential of wildlife carnage
ITANAGAR, Dec 31: Huge quantity of wildlife carcasses were seized at Midpu Forest Check Gate, Papum Pare on Wednesday.
The seized wildlife carcasses included four Common Flying Squirrels, approximately 22 kgs of Deer meat, 84 Birds, and 5 Kgs of Monkey meat, two Porcupines, 3 Giant Flying Squirrels and a Civet.
This comes after huge quantities of wildlife carcasses were seized on Tuesday from different vehicles coming from Daporijo, Ziro, Chambang, Kurung Kumey, Pakke Kesang, Sagalee at Midpu Forest Check Gate.
Illegal hunting and poaching of wildlife species is generally carried out in the interior areas by regular hunters, often with financial support or with a promise to provide economic or service by the rich and influential people residing in the state capital, said a department report.
DFO, Banderdewa Forest Division, Neelam Nedo stated that wildlife crime has become a regular phenomenon. Seeking cooperation from all citizens to restrict crime against wildlife, the DFO added that it is an enormous challenge. He called on the citizens to be responsible and save the fauna and flora of the state.
The value of illegal trade of wildlife is several times bigger than the value of legal trade. It is not possible for the staff from forest department alone to check illegal hunting, he said.
Range Forest Officers Chukhu Tanya, Oyang Dusu, T. Bhattacharjee, B. Kuru and Nabam Hachang, Deputy Forest Rangers Neelam Takam and B. Yag with other staff and police personnel from Doimukh police station took part in the checking. Such unannounced checking shall be conducted on regular basis, stated an official release.
Centre sanctions fund for adventure tourism in Arunachal
ITANAGAR, Dec 31: Tourism in the state is all set to get a big boost this year with the sanction of Rs 97, 13, 67,718 thanks to the constant pursuance of the State Tourism Department headed by its Parliamentary Secretary Mama Natung.
The state government had submitted a proposal called ‘Integrated Development of New
Adventure Tourism in Arunachal Pradesh’ for development of infrastructure and basic
amenities necessary to tap the immense tourism potential of the state. Of the many
projects sanctioned under the Integrated Development of New Adventure Tourism in
Arunachal Pradesh, some of the important ones are development of tourist complex
at Nafra, rafting and angling centers in Seppa, development of Papu, Pasa and Pakke
Valleys in East Kameng, tourism infrastructure in Sagalee and Doimukh sub-
Of the total amount sanctioned, Rs 19,42,73,544, which is 20% of the sanctioned Central Financial Assistance (CFA), has been released for utilization by the state government as the first installment for starting the works.
This could be possible due to timely submission of Utilization Certificates in respect of all schemes/projects/programs of the Ministry of Tourism sanctioned to the state government in the last couple of years. Endorsed by Chief Minister Nabam Tuki, the proposal got the nod of the Union Tourism Ministry, which was intimated to the state government on Tuesday.
Terming the development as a New Year gift to the people of the state, Chief Minister Nabam Tuki urged the department to ensure that the fund is utilized judiciously and on time.
“The department will have to commence the work immediately to ensure timely utilization of funds and to avoid cost escalation. As per rule the project should be commissioned within a maximum period of 30 months,” he said.
Tuki called for constituting a Monitoring Committee for the purpose of providing feedback on the progress of implementation to the state government, which would be forwarded to the Government of India on a regular basis.
Parliamentary Secretary of Tourism Mama Natung termed the development as key towards realizing the department’s goal of making Arunachal Pradesh a tourism hub and the most sought after tourist destination in the country as well as in the world. He reaffirmed his commitment of creating world class tourism infrastructure to facilitate all kinds and class of tourists inflow in the state.
Natung assured that his department would leave no stone unturned to ensure that the funds are judiciously and expeditiously used for development of tourism industry in the state.

Ensure prompt delivery of social sector services : Tuki
ITANAGAR, Dec 31: Chief Minister Nabam Tuki called upon the officers to ensure utmost care and dedication while delivering social sector services like health and education to the common denizens. He said this during review meeting with the West Siang district officers here in his office on Wednesday.
He referred to the state flagship programmes in education and health sector like Vidya, Girl Child Hygiene Scheme, CMHUIS etc. and directed the district officers to create maximum awareness amongst the common citizens so that more and more people gets benefits from these benevolent programmes.
CM categorically directed the DC to engage few renowned NGOs for the purpose so that the plans, policies and programmes of the state government reach every nook and corner of the state.
While responding to the request of DMO for ambulance services, CM agreed in principle to provide ambulance for the district hospital besides assuring to release adequate funds for restoration of power supplies in Kamba and Aalo towns. Dulom becomes an open defecation free
DAPORIJO, Dec 31: Dulom, a village about 8 kilometers from Daporijo in Upper Subansiri district achieved a milestone today by being declared an open defecation free with the completion in construction of 24 Individual House Hold Latrines(IHHL) under the Swachh Bharat Mission (Rural). The declaration was made during a ceremony attended by the DC Komkar Dulom, former Minister Yari Dulom, heads of departments and the public at Dulom village.
Speaking on the occasion, DC Dulom appreciated the untiring efforts of the PHED department, the PRI members and the public in making the SBM programme a success in the village. He stated that a change in the mindset and work culture of the PRI members of the village, which has been apparent in the past year, and the willingness of the people of Dulom village in taking it in a new direction had made it achieve the milestone.
Dulom further encouraged the villagers to work together to keep place clean and hygienic by using correct practices in rearing pigs, installation of proper drinking water supply system and proper maintenance of the IHHLs and conduct of social service every second Saturday of the month. He also encouraged the villagers to take up kitchen gardening and poultry rearing as a means of livelihood and as a source of supplementary income and also consider starting cardamom and orange plantations for the long run.
Yari Dulom praised all for their efforts and good work and advised the youth to study hard and follow the footsteps of the older generation in taking the name of the place forward.
Executive Engineer (PHED) N. Konia was appreciative of the quality of work and declared it the best in the district and hoped other villages would follow this example. Need to create strategic and efficient social infrastructure: Rajkhowa
ITANAGAR, Dec 31: Governor of Arunachal Pradesh JP Rajkhowa called for creation of strategic and efficient social infrastructure by placing priority on creating infrastructure for transport, roads, railways, air services, bridges, educational institutions, communication and other amenities with emphasis on addressing the needs of all sections of people in the coming year.
He said this during his New Year message to the people of the state.
The Governor further said that for better future of all the people, particularly the younger generation, there is need to establish a new foundation for growth by revitalizing financial and capital markets and enhance the financial systems with a view to encouraging investment, creating a conducive environment and strengthening of the IT related human resources, while flowing with Digital India Mission

2nd phase of biometric enrollment in Kurung Kumey
KOLORIANG, Dec 31: Biometric enrollment of citizens under second phase of National Population Register (NPR) was carried out in Kurung Kumey District.

Seminar on large cardamom farming
ITANAGAR, Dec 31: More than 100 people participated in a one day regional seminar on organic farming of large cardamom conducted on December 29 last at Govt Middle School, Pilla, under Mengio circle of Papum Pare district. The seminar was organized by Spices Board, Itanagar, in association with the Anchal Chairperson, VIII Mengio CD Block.
Participants comprising of farmers, gaon burahs, NGO personnel, youths, PRI leaders and government officials were taught about post harvest technology, processing and marketing aspect of large cardamom farming.
Speaking on the occasion, Sagalee EAC Akon Regon requested the participants to make use of the information learnt in the seminar.
Scientist Dr T N Deka delivered lecture on organic cultivation of large cardamom and post harvest technology in detail. Senior field officer, Spices Board, Itanagar J Das highlighted the developmental schemes implemented by the board. SDHO Sagalee Sunil Kumar explained about different developmental schemes of department of horticulture.
One of the participants, Nabam Raja, a teacher with Govt Higher Secondary School Sagalee, requested the spices board to conduct exposure trips for the farmers.
